According to the emails and other files you were able to access, it looks like this is how it went down. The White Council made some sort of raid on the local Red Court's mortal allies. Namely the Black Tongues, the gang which more or less rules the warehouse district and surrounding neighborhoods. The White Court, probably wardens, killed a bunch of lieutenants in the gang. Duke Armando Camazotz, the leader of the Red Court in the city, ordered that the White Court's mortal supporters be rounded up. Someone hired by the Red Court hacked the Paranet and retrieved all the information on local users. Three of these people had their real names and other information on the Paranet. The Red Court snagged these three—Burt Jackson, Lisa Nishiuchi, and Dave Romanov.
The Red Court then put out a notice that they had several 'minor talents' for sale. A group called “the Fomor” responded. They paid handsomely for the three, and for all the information the Red Court could gather on the rest. This included real names, addresses, etc of those in the list above.
The Fomor negotiated with the Red Court for the right to operate in their territory for a very specific period of time—namely the night of the storm, from about an hour before the storm started to dawn the next day. These negotations were conducted at a very high level, probably with Duke Armando Camazotz himself. The Fomor put out word that they would be appraising and buying any 'minor talents' that people could bring them at an auction to last from 12:33 AM to 2:56AM. This is three hours after the storm started to three hours before dawn. The Red Court agreed to let the Fomor use the warehouse in exchange for 25% of the total sales. The Red Court were also planning to sell the Fomor a large group—over 250—mortals at a price of around $1,000 per person that same night. These groups may be families.
